A watershed action plan is the foundation of watershed resource management.
It formulates visions, sets goals and targets, and thus guides all aspects
of resource management. The Seven Basins Watershed Action Plan was prepared
by the Seven Basins Watershed Council (SBWC) and funded by the Oregon
Watershed Enhancement Board. The Action Plan is based on findings presented
in the Seven Basins Watershed Assessment.
The Watershed Approach
The watershed approach is a framework for environmental management
that focuses public and private sector efforts to address the highest
priority problems within a hydrologically-defined geographic area (a
watershed). This process addresses water resources at the watershed
scale taking into consideration both surface water and groundwater resources.
The watershed approach allows local citizens, landowners, management
agencies, and other stakeholders to have hands on involvement in defining
and implementing a program to evaluate and improve the health of their
watershed. An important component of the approach is that those people
most affected by management decisions are involved throughout the process
and help formulate key decisions. When implemented correctly, this process
ensures that environmental objectives are well integrated with those
for economic stability and other social and cultural goals. The process
also allows those people who depend upon the natural resources within
the watershed the most to be well informed of and participate in critical
planning and implementation activities.
